Blue Envelopes will be available at all Shelby County Law Enforcement Offices, all Shelby License Offices and at The Arc of Shelby County.

The Blue Envelope is a simple but powerful tool designed to assist individuals with developmental disabilities during interactions with law enforcement or first responders.

It provides critical personal information and communication tips that can prevent misunderstandings and promote calm, respectful interactions.

The Blue Envelope is a bright, easy-to-spot envelope that holds information about a driver or passenger with Intellectual/Developmental Disabilities (I/DD). The information card can be filled out, and placed in the envelope with other important paperwork and placed above the visor.

The Blue Envelope seat belt cover is a bright , soft fabric sleeve that wraps around a seat belt and is printed with the Blue Envelope logo. The visible alert lets first responders know immediately that the driver or passenger may need extra time, patience, or support.
